Economy in China

As Christmas coming closely, it means one year is passing away and the new year coming soon, and China has participated in WTO for five years, facing the critical judgment from the international organization for its commitment and responsibility. All newspapers and magazines flood with data and criticism.

Some economist prefigured, that as for China has got huge rise, more than 10 percent for the third year in succession, according to Chinese statistics, the trend would be unstoppable and unsustainable in the next year. The leadership team of the president and the premier seems to apply an appropriate answer to the intergrade test, even at the hardest time of Sars virus. However under such glorious achievement, there are also many pressing issues. Domestically, the rich-poor gap has grown so large and quickly in recent years that the country is now more unequal than the US and Russia. According to a World Band study, the income of 10 percent of peasants decreased by 2.5 percent in the two years from 2001, comparison to the rapid economic growth. Contrary, it also generates thousands of millionaires and large members of middle-class in large cities on the coast. Another significant issue is environmental degradation. High improvement of economy need more raw materials such as oil from Africa and good relationships with market fellows abroad. And that is one of the reason for a single week in November, welcoming 10 south-east Asian leaders and senior leaders from 48 African countries. All these problems might make China to slow the pace of economic growth slightly next year, to about 9.5 percent or so.

On the other hand, others accentuate much more opportunities than challenges and state that the world might underrate the economic growth. For political reason, it almost has been established stable relations of neighborings. And the financial crisis gave out earlier, haven't caused disaster in many industries as they foretold at the beginning year in WTO, but intrigued reform of country-owned cooperations. And even in car industry, China will replace Japan to become the vehicle fabrication of Rolls-Royce to be the third market in the world. Also the central government's policy emphasizes on the health and education reform and social welfare. At the same time, it urges the country to adjust legal system to encounter the request of new economic rules. All these convince the great success of China. In future, it seems both enterprises and people quickly adapt to the new rules and much serious competitive environment and have learn great on how to become an international companies. When it comes to the future economy, in the short to medium term, the rapid growth will in all likelihood continue, with high investment rate, swelling exports and healthy local consumption.

But to most majorities, the citizens and farmers feel little about the improvement of living standards according to the economic increase. It means the government should pay more attention on the basic reform and social welfare. We should not be obsessed by the great achievement, but support the company to enhance the competitive ability and take more social responsibility, which is now very popular conception in the world.

what should the administrators in universities do?

What I suffered today, really impelled me to let out all my view about the responsibilities and obligations of the administrators in universities.

Since getting up early this morning, I felt so uncomfortable for some physical reason, however I still needed to go to some places far away, for certifications and financial problems. Cause hearing about the style of teachers working at the grade-management office in the graduate school, I did not want to go through that. Even on the way to the graduate school, my roommate told me that though I wished to get all things done in this morning, the key point was of the attitude and the efficiency of the administrators not me. It turned out such view was so wise. While I arriving at the office, an middle age woman just watched her screen talking on line. After I told her my intention, she just said we just did those things in the afternoon of Monday and Tuesday. However, the day before, my classmate did the same thing on Wednesday. I begged her to give my reason that today was the deadline of application, so urgently. She just threw one sentence - " I am busy and read the notice on the door." On the time I did so, I listened that she received a phone which is generally about a lady, who might be her friend or family, having financial problems. I felt so angry about it.

Then I came to the next destination - financial department. There are lots of offices there. After asking several people, finally, I found the right small one within three people. One was reading newspaper; one was chatting on line with QQ; The last one hided on the back of the insulation-wall. Politely I asked one woman, she just nodded to the other woman. I turned to the other one asking the same question again. She just said "you don't get the whole things", and go on reading paper. Then the man at the back calling there. He told me what should be included in the "whole things". He told me that though I had got all things needed, according to the policy, he just can give one certification. However if it really referring to the government policy, he can give me two certifications. The more I argued with him, the more impatient he became. On the thought that I had no enough things, I went home sadly.

My supervisor, who graduated from Stanford University, said that the most difference of the the universities abroad and home is that the responsibilities and obligations of the administrators. In USA professors and students are the center of all kinds of relationships, and the administrators should do their best to help students to put all their efforts on study, not other staffs of living and professor on research and teaching, not unnecessary and overelaborate formalities. What I see in China, so common is office-politics, special feature of Chinese policy which means people intrigue against or pass the buck to each other. We always blame lack of first class university in China, for experiment equipment, academic environment, or academic corruption. To some extent, the administrators should bear responsibilities for it. Students should pay much time on various procedures from this office to the other, from this building to the other, from this campus to the other. Professors need to apply for new lab or facilities to do research and spend plenty of time on various conferences discussing nothing but policies. In such case, how could they focus on research?

Looking forward for the revolution of administrators system, not only for students, but also for the efficiency of universities.

Sympathy?

Sympathy, as a familiar feeling, I think not only exists in human, obviously in the world of animal. Even a cat or a dog will show the pity to its host, who by chance hurts himself. However, what should we define such normal expression remains various solutions. Here is the one comes from Webster - 'an affinity, association, or relationship between persons or things wherein whatever affects one similarly affects the other'. And from another eminent dictionary, Cambridge, it says that 'an expression of understanding and care for someone else's suffering'.

In my opinion, such emotion expression reflects the attitude of people who has such feeling to others or things. To some extent, the former one is superior to the latter or the things might arouse indignity. In China, a high developing country, with lots of opportunities and disasters, under such undeveloped law system and concept. There are thousands of actualities of deceiving social welfare funding in hospital, taking people experiment on some hypothesis theories or expensive facilities, administrator bribe or assassination of public servants on TV or newspaper. While reading such reports, people usually feel sympathy of the victims and rage of black sheep in our society or sigh for the existing circumstances. What can we do? Nothing, but sympathy. Maybe encountering such choices might depress many people. Probably that is the reason of forming misanthropy.

However I remind words from a movie – though we can no change the current situation, we can change our life. Especially on a bus or train, observing lots of college students voluntarily yielding their seats to children or elders makes me gratifying. May lots of elders complain the moral and physical conditions; I truly find more such behaviors, but also the same with mendicants, on buses, streets. You might see them everywhere. Even many people choose it as a career, making use of people’s sympathy. Even people really with physical deficiency, need they choose the life of beggar? On one way, media appraise handicapped struggling with the heavy stress; on the other way, healthiness people wander on streets begging for sympathy. Such strong comparison might make you ponder whether they really need your sympathy and the result of giving such feeling though in the way of money.

Maybe every one need to find out the definition of sympathy by themselves to decide the right time right place to give out such precious feeling. And even facing such things you can help or do anything, try to change the life around. Every tiny efforts will arouse the beauty of this society and make it better.
